CONSTITUTION RULES RATIFIED AT 2016 AGM

5.6 Rule amended to read- Membership (or renewed membership) be obtained only by written application to the registered office of the Secretary prior to rodeoing.

5.7 Rule amended to read- Chute Bosses, Bullfighters, Clowns, announcers, and pick-up men must be a financial member of the New Zealand Association, or a member of an affiliate or associate member club conducting the rodeo on the day. All contractors to be financial members of the NZRCA.

18.1 Rule amended to read- All monies received by the Association shall be paid into the Association’s bank account and all payments are to be made by cheque or electronically as directed by the Board.

18.3 Rule amended to read- All monies collected from contestants for the Provident Fund and remitted by Rodeo Committees shall be paid into the Provident Fund of the Association.

NEW RULES - BY-LAWS AND REGULATIONS RATIFIED AT 2016 AGM

5.1.2.1 Animal Recovery Vehicle: A conveyance capable of removing any rodeo animal from the arena for treatment must be kept on site at all times during the rodeo.

14.7.1 Permission for females to ride in the second division and open rough stock events to be granted by the board on an individual basis annually.

14.19.1 That for each event that a competitor is entered into, he/she pays the club/promoter holding the rodeo $5.00 per event, to be included with the entry fee to assist with the general running costs of their event/events excluding junior events.

14.13.7.1 Break-Open during the season: Contestants are responsible for the following; ringing the Club Secretaries of all the Rodeos entered at, inform them what event you have Broken Open in – scratch from the 2nd Division Event – enter into the Open Event. If you do not scratch from the 2nd Division Event, you will be liable for a turnout fine.

14.25.9.1 The host club or promoter to put a minimum purse of $3000 per event themselves.

19.2 Arena Director: The Arena Director is the adjudicator of the production and coordination of the rodeo. They have the power to enforce the NZRCA Rule Book and Code of Welfare Rodeo. The Arena Director must be a member of the NZRCA or a member of an Affiliated or Associated Club in good standing.


BY-LAWS AND REGULATIONS RATIFIED AT 2016 AGM

1.8 Rule amended to read-

The injured members’ application form plus a doctors’ certificate giving the date, nature, and likely period of injury must be sent to the NZRCA immediately after the Rodeo. The Secretary will forward the amount of compensation decided on from time to time by the NZ board to the injured member by electronic payment.

2.1.1 Rule amended to read-

2.1.2 to 2.2 Delete the following four rules- 2.1.2, 2.1.3, 2.1.4, 2.2

Rule 4.1.1 amended to read- Arena fence shall be a minimum of 1.8 high, stock proof construction and able to withstand high impact. Height must remain constant a minimum of 2 metres in from the fence.

5.1.4 Delete entire rule

5.1.8 Rule amended to read- Arena Director. Every rodeo must have an Arena Director with a vest that can be seen by everyone. 10.1.10 Rule amended to read-

That stock may only be culled by the Event Director, Stock Contractor, Judge, Animal Welfare Officer or Veterinarian in conjunction with a Member elected by the Local Committee.

10.3.6 Rule amended to read-

Trading from performance to slack or split or vice versa be only done by cowboys on corresponding stock, but only with consent of Chute Boss.

12.4.2 Rule amended to read-

The Veterinarian or Animal Welfare Officer shall be the arbiter, following an examination, of whether an animal is fit for use in an event.


BY-LAWS AND REGULATIONS RATIFIED AT 2016 AGM – continued 13.0.1.2 Rule amended to read-

ACCEPTABLE STANDARDS: This policy is aimed at standards and procedures acceptable to equestrian sporting events, and workplace ethics as defined by Occupational Health and Safety in Employment Tolerance levels are determined as follows;

i) Alcohol – as per the NZ Transport Agency

a) Under 18 years of age = 0 mcg

b) 18 years of age and over = 100 mcg

ii) Drugs, illegal substances or performance enhancing substances = Zero tolerance (negative or positive test results)

14.10 Rule 14.10 is replaced with 10.1.10

14.14.1 Rule amended to read-

The only contestant eligible for this award shall be a Second Division Card Holder at the start of the season.

14.15.2 Rule amended to read-

Cancelling out. Once entered, contestants must notify the Central Scratching System of their wish to scratch out of an event. This notification must be lodged at least 72 hours (3 days) before the advertised start time of the rodeo. The 72-hour notice requirement may be waived by the club.

14.22 Rule amended to read-

Club secretaries are to publish their telephone number, or club contact number including area code and email address, so that the Association’s obligations can be met.

14.23.1 Rule Amended to read-

The advertised purse money is in excess of $1500. The payout will be split 29, 24, 19, 14, 9, 5 with the exception of the team roping event; where the advertised money must be in excess of $3000 before the payout is split 6 ways as above.

14.23.3 Rule amended to read-

The go-round purse money in excess of $1000 – the payout will be split 29, 24, 19, 14, 9, 5 with the exception of the Team Roping event, where the go-round purse money must be in excess of $2000 before the payout is split 6 ways as above.

18.4 Rule amended to read-

Bullfighters, Clowns, Announcers, and Pick-up men: must be financial members of the New Zealand Association or a member of an Associate or Affiliated member club conducting the rodeo on the day.

14.15.3 Rule amended to read- When contestants do not turn up or notify the Central Scratching System in accordance with 14.15.2, they will be liable to a fine of $100 per event. 80% of the turnout fine to paid to the club concerned when the fine is received from the contestant.

14.28.13.1In the case of the barrel race having splits or slack. The division must be even

14.28.14 All trading, between performance and slack/splits, to be done with the stand in barrel racing director or the timed even director. All trades must be notified and completed at least one hour prior to the start of the rodeo after this time they cannot take place.

14.23.2 Rule Amended to read- The advertised purse money is in excess of $1500 there must be two go-rounds or a long and short-go, with the exception of the team roping event where the advertised purse money must be in excess of $3000 before two go-rounds or a long and short-go must be run. Payout as per 14.23.4 - 14.23.7. Definition ‘Short-go’ - the final championship round, composed of riders who qualified by attaining the highest scores in the qualifying or long-go round matches.

14.25.12 Contestants eligible for this rodeo will be the top contestants from the open standings in that event for that season, the number to be decided by the NZ Board.

17.2.1 When rodeo is cancelled on the day, due to 17.1(d) Club/Promotor is liable for gear hire and payment, and Judges and Day Secretary fees

New Rule 12.4.33

Where a contest opts to use a non NZRCA member to aid/assist in their ride/run the contestant can be disqualified and/ or fined for any breaches of NZRCA rules or animal welfare code by that person.

New Rule 9.2.1

It is the judge’s responsibility to appoint a neutral suitable person to reinstate barrel to the correct position during the event if they cannot do it themselves.

Rule 14.13.10

Amend to read – When a junior event is offered, Junior Cardholders may compete only in that event. Any junior wishing to enter a second division or open event must apply in writing to the board for approval.

Rule 14.13.7 Break Open

Second Division to Open Standings. Contestants break open ‘per event’. When a Second Division member has won the break open figure for their event, they are deemed to be Open in that event only and remain Second Division in all other events. Current break open amount is Bull/Steer Ride $2500, Barrel Race $3000, Bareback, saddle bronc, steer wrestling, rope & tie, team roping $1500.

New Rule 14.0.3 CONTESTANTS

All contestants must compete unassisted, excluding steer wrestling hazer.

Rule 12.4.16

Amended to read. No locked rowels, or rowels that will lock on spurs or sharpened spurs may be used on bareback horses or saddle horses. Partially locked rowels may be used in Bullriding. Any abuse of this rule will leave the contestant liable to a fine and/or disqualification, at the discretion the Event Director, after consultation with the Judges. The fine being a minimum of $200.00

All barrel race contestants must enter the arena through the designated entry gate at the commencement of the run and leave through the designated exit gate. Failure to do so will result in disqualification.

14.28.16

Competitors have a maximum of 30 seconds, once the arena is clear and the flag is up, to enter the arena.

14.30.6.1

Front and back cinch must be hobbled so that the back cinch runs directly down from the back dee and runs parallel with the front cinch.

...Violators of this rule 'may be fined $50 and/or be reported to the NZRCA Board.

All Clubs to have draws, and a day programme available on NZRCA website two days prior to rodeo.

Contestant Membership Status. Once a contestant breaks open in one event they must buy an Open Contestant Card when they renew their membership at the start of the following season.
